I wonder if there was a plugin that was able to have un balanced teams for Bhop servers and also the plugin where you can go through a teammate if so what is the name of it

1. Server cvars:

mp_autoteambalance 0
mp_limitteams 32

2. Search for "semiclip".

It didnt work people still cant join or even spectate

You also have to add this:

sv_restartround 1

Those 3 have to go in the server.cfg

Can't be also the map spawns?

Maybe getting a spawn editor and adding more spawns could help
