I tend to start up my servers using the GUI. This lets me see who exactly is on the servers and what their Steam ID is. Since the last night's update, all I get now is a black box (not the weapon) on the screen when I click the shortcut to start the GUI. I cannot do anything inside the black box where all the info and buttons used to be (Like the "Start Server" button).

Currently, this the command line I have used for years:
C:\Valve\steamapps\common\srcds.exe +game tf +gui +serverconfigfile +tickrate 66 +sv_pure 0 +port 27015

This is also a Win7 setup. Any idea on what is wrong?

Apparently the GUI was broken with last night's update.

You could add -console +map ctf_2fort (or whatever map you prefer) to run the server in console mode instead as a temporary workaround until Valve fixes it.

The servers are now in console with the use of SteamCMD GUI by Gamebananna.com for the time being. Seems regular console mode didn't want to execute the server.cfg file even with the command added to the start up line. I don't get a player list this way but, it is a fully functional work around for now.

I'm Having the exact same problem! This started a couple days ago when the BIG update came through . let hope they have this fixed sooner rather then later.

Validate the server's files with app_update 232250 validate in SteamCMD, that fixed it for me. The console wasn't even loading for me before.

I've replaced my entire "platform" folder and "dedicated.dll" with old versions of them and it worked.

Still no luck even after verifying game file's this all i get (Look at Picture)

Please some find a solution to this annoying BUG.

This all started after the big matchmaking update.
