I had the same problem, these might be the issue:
1) Metamod module is missing
2) Cstrike modules are missing
3) Orpheu isn't installed correctly/missing
4) Orpheu signatures missing

I installed everything properly but it happens after Module: Cvar Utilities (v1.6)

Everything said by edon1337 + this plugin won't work if you are using ReHLDS, in that case, you can use ReGame, it has already that feature built in.

unless you're willing to find signatures for orpheu, use regame
