It is not a bug with AMXX but with a Plugin (not sure exactly what the bug is, but AMXX doesn't have a command /spec). So you need to report it to the plugin author

There is no command /spec in amxx! So this is NOT an issue with amxx ITSELF. The plugin you use interacts with another plugin you use. May one of these functions is broken with the 1.8.3 version and causes the error you have. Still it is NOT any amxx issue but an issue with your plugin. So you have to ask in this plugins thread and not here.
