Said poster's problem would appear to be fixed by the usage of said cvars.

I use these cvars, but my logfile is full with "BAD RCON PASSWORD" entries from many players.No one dont give a ban.

None of this is related to the plugin.

You could try increasing the sv_rcon_banpenalty cvar from 180 minutes to something a lot longer.
I have mine set to 1 year.

srcds rcon ban is IP ban, remember that.
And unfortunately, player can keep "rcon" server event they get IP ban, they just can't join to play server.

No way to adjust a setting to enforce a steam ID ban instead of a IP ban?

Or is there a plugin / tool that handles this already that enforces a steam ID ban instead?

EDIT; I guess i could just read the log file this plugin creates and manually adjust the banned_user.cfg file with Steam ID's logged in /logs/RCON_PASSWORD_EXPLOITS.log

But it would be a nice feature if it would auto ban a steam ID, incase a person does gain access and destroy any .log files (whilst im on holidays and cannot check the logs often.) when or if they gain access, leaving me with no way to do anything about the infringement.

This logs but doesn't seem to block anything.

I just added plugin to the plugins folder. rcon sm plugins refresh. sm_rcon rcon_password

And it posted my password in console. It did log the event but I was still able to see the password.
