Hello guys i would like to know some plugin or cvar to block customers vote by default menu of the game, some players are abusing this feature.

If you want to block all votes on that menu, put this in server.cfg:

sv_allow_votes 0

Otherwise, each vote type has its own disable cvar, as documented on the Voting page of the TF2 Wiki.
