Something like Weapons menu at very beginning of Round.

Hook hltv event, display the menu.

register_event("HLTV", "event_new_round", "a", "1=0", "2=0")

Make sure to set 1 sec delay before showing the menu because dead players arent respawned yet in the hltv event.

how about connecting players who spawn during the freeze time?
