Good idea!
This plugin will do exactly what you asked for.

1) All healtshots are removed at the end of the round
including ones on the ground and ones in all players inventories.
2) Then all players are given 1 healthshot.
3) If at the start of a round a player has a healthshot they are not given another one.

mp_death_drop_healthshot Whether or not each player will drop a healthshot on death (if he had at least one).
