Hello, I know CS:GO was missing some edits in the res files to show HUD, but after some updates VALVE added a feature that shows weapon name (HUD) when u aim on it and you can press USE button to pick it up.

So my question is, is it somehow possible to create custom HUD message?

As far as we know it's a client side feature.
