Do you know if exist any tool, webhook which will notify me when csgo server needs to be updated due csgo patch?

The SteamDB Discord server has a CSGO role which mentions you whenever there is a change in any shape or form. You can also follow the Discord channel to make the messages appear in your own Discord server. That would probably be the easiest solution.

Otherwise I don't think such a tool exists at he current moment, you'd likely have to program it yourself.
