If all players are in CT, give 1(or more) players chance

Hi, I need one more plugin. Example: If there are two players who are in CT (there's no one in T), give one player chance and transfer him/her to T! ! Do this if ONLY all players are in CT. (Ignore spec players)
Add a message (chat): [CHANCE] You were moved to Terrorists.
Please add 3 seconds delay so they can respawn first.

Number of players/Give chance to ? player(s):
1 0
2 1
3 1
4 2
5 2
6 3
7 3
8 4
9 4
10 5
11 5
12 6
13 6
14 7
15 7
16 8
