Strange cosmetics will level up with Bot kills. Strange weapons will not level up with Bot kills.

What are you trying to level up, a cosmetic or a weapon?

weapons. strange weapon kills arent supposed to register on tf_bots (no steam id) but they figured out a way to do it.

I visited the server you mentioned, and it does level up strange weapons. The plugins appear to be written by a person called GodRider. That user is linked to a steam community called 'Box of Crits Idle Tools'. Perhaps you can visit their community to find out more.
