Hey lads.
I have an idea for a plugin that I think could be a great benefit to larger player base communities. I will try and be clear of what I am thinking.

I would like to be able to put certain players on a 'player watch list', so when they connect to the server, a notification is sent to IRC report channel and to admins in the server, similar to that of sbchecker.

The reason I have added sourcebans in the title, is because it could be a neat addon to sourcebans, as a section on its own. Adding/edit/del players on the list via sb.
Players ID details would need to be recorded, so that if their names change its still detected.

When they get banned, they are taken from the watch list to the ban list, all notes(if any) are copied over as well.

Here are some possible examples of the reporting.

player is on player watch.
player has been warned X times.
player is on a final warning, before perm ban.
