This is what I heard from one of the admins from that server (in-which the screenshot was took from): "If you want to block the upgrade station hud, you just need to block touch on all func_upgradestation entities".

It needs to bring up a separate menu for your current weapons equipped.

just use sdkhooks to block start touch on it, and open a menu.

I think he wants someone to write him an entire custom upgrades station backend with the menu. Otherwise there is no reason why you would block the upgrades screen and just print a weapons menu.
