Hello!

I am using a version of Sourcemod installed after 2020.

The noclip command, as well as free spectate don't work because players are frozen.
Normal spectating works just fine, but when you try to move around just like in noclip, it just doesn't work, you're frozen in place. Same goes for noclip. Upon casting noclip again on a player, the player is able to move normally.

I am using CS:GO Movement Unlocker

Some relevant cvars:

// Velocity
sm_cvar sv_maxspeed 999999
sm_cvar sv_maxvelocity 999999
sm_cvar sv_clamp_unsafe_velocities 0

The sourcemod error logs are clear. Where else should I look?

Try: sv_noclipspeed 5

That was already set, along with sv_noclipaccelerate 5 and sv_noclipduringpause 0

I didn't mess with these values at all.

Try reducing values of sv_maxspeed's value like:
sv_maxspeed 1000

That, plus maxvelocity of 5000 fixed it. Thank you!
