I GOT A PLUGIN THAT STOP THE CRASH WITH A FAKE-BOT.
I HAVE ONLY THE PLUGIN, AND NOT THE SOURCE.
THIS EXPLOIT KEEP THE PC CPU IN 100%, I THINK IT IS AN INFINITE LOOP.

IMPORTANT: Write the next line in your amxx.cfg:

sv_allowdownload 1

Why? Because the plugin will register a new sv_allowdownload 0 cvar, and the server have to leave the players to can download the resources...

It cant crash linux HLDS, ive tried. Only works on windows hlds.
