My server's FPS are a constant at 64 and I can't figure out why

Setup:
Intel Core 2 Duo @ 2 GHz
4 GB Ram (3 GB being used, 1 GB being used by Graphics Card)
20MB Download
900KB Upload

I used the "rates calculator" and altered some of the configs:

sv_minrate 0
sv_maxrate 4453 (this was at 25000)
sv_minupdaterate 0
sv_maxupdaterate 15 (this was at 1000)

I read a bit more somewhere else (blogs, forums, etc...) for what the values on these should be as well but never got anything so I kept them:

sys_ticrate 1000
fps_max 100

I got no differences... When I start CS (for example) my FPS raise to 100 on the HLDS).
When I start another game I play, it goes to about 540 - 890 and varies a lot between that range.

As read in the Topic, i have 10000 Kbps and have everything set up good.

Only problem is pings are not as low as they should be on my connection speed.

I have this in server.cfg at the moment....

sv_minrate 10000
sv_maxrate 25000
sv_minupdaterate 4
sv_maxupdaterate 124
fps_max 1000
sys_ticrate 99999
mm_insane 0

Is this ok? Or wrong? Please help
