Sorry about that, I didn't even tested that option because I needed it completely disabled. I'm not familiar with SourcePawn so it's half ass fix.

I will hopefully fix this later, correctly. However if you restrict the deagle it "should" work since they share the same id. If not it might have a bug

How would I go about installing this alongside a plugin I currently have installed? For example, I run the plugin below which is simply a 5v5 pug plugin, but when I do the server does not load up...

Welp, this is going to be harder to fix than expected, the gun has no id at all. You can also bypass the modified version by typing buy deagle in console, since if you type that it checks against deagle and thats not restricted but then gives you the revolver cause thats what is in the loadout.

The weapon ID is 64 and it's name is weapon_revolver.
You can found them in csgo/scripts/items/items_game.txt.

No it's not the definition index is 64 it has no weapon id

The documentation for this plugin mentions "per-player restrictions" but I don't see anything that makes it per-player (different for different players). I see cvars for team-based and general weapon restrictions and in the second post something about a file that allows you to restrict weapons based on some non-descript number (What is a number in the game that can be from 0 to 65? Maybe this should be clarified in the documentation for people new to Source like me).

Per player means on a player count (the wording is weird but yeah) That weird number in this case would be the player count. I guess i can word it better.
