I mean, not volvo's skin. just a custom skin which is not valve's.

is this viloate the policy of volvo's?

I wouldn't hold my breath, but I would say yes you can.
The reason I say so, is because it's not a Valve item and you aren't falsifying a players inventory saying they have an item that has a price value.

If it is against it, it would also could mean that anyone trying to test out their own custom models or skins would or could be blacklisted.

Define custom skin?

And watch your mouth with your immature Volvo remarks.

Edit: the way see this. If you are replacing a knife in a players inventory. It's a violation. Players must only use items in their inventory.

Valve doesn't peek into servers to see what plugins they have installed. That being said, if you REALLY want to be safe from being blacklisted:

1. Make sure your sv_tags don't hint to any knife or economy-modifying plugins.
2. Make sure your server's name doesn't do the same either (like "!KNIFE" or whatever on it)
3. As a last "cover my ass" attempt, modify "public Plugin MyInfo" so that when typing "sm plugins list" from the CLIENT console, it doesn't look like anything suspicious is in there. (This is probably not needed but do it anyway if you are paranoid.)

Past that there is no way they can tell if a server has any knife plugin on it. They take cheap heuristics to quickly scare people. We can take smartass approaches to defeat their shit detection mechanisms.

Unless they take (or have taken) the very easy step of implementing a check on the client to see if another client has equipped a weapon they don't own, since all clients receive all other clients' inventories.

Ignore him.. You can add custom knife , custom gloves ,custom skins and anything you want in your server as long as you don't put knife,skins,ws in sv_tags... Valve can't come in your server and check plugins etc as it goes against your privacy.They can only see and read the information which you have shared.

The question was: "is it a violation to..."

The answer is yes.

Stating you can anyway and advising how not to get caught doesn't answer the ops question.
