Ban IP ranges with whitelist

sm_rangeban (Add an range ip in list.)
sm_addrange (Add an range ip in list.)
sm_unbanrange (Remove an range ip from list.)
sm_removerange (Remove an range ip from list.)
sm_whitelist (Add an SteamID in WhiteList.)

sm_ipc (Show main menu to perform bans and unbans.)
sm_irb (Show main menu to perform bans and unbans.)

It would be good to see examples of allowed input formats for the IP range.
And a separate example for RangeBan.ini / WhiteList.ini files.

Only two octets check is allowed... O_o. Sick!
