I have a C2D @ 2.6GHz with ram: 2x2GB DDR2 800mhz and video sapphire hd4850 512mb. I run a classic cs 1.6 dedicated server under win xp professional. My internet connection has 48 mbps download and 20 mbps upload bandwidth.

In the server's server.cfg I have these rate settings:
sv_minrate 0
sv_maxrate 30000
sv_minupdaterate 0
sv_maxupdaterate 100
fps_max 600

And in my client's userconfig.cfg I have:
rate "30000"
cl_updaterate "100"
cl_cmdrate "100"

The server starts in console with -tickrate 100 and -maxplayers 32.

Here is the problem, when I start a localhost with same settings I have no problems, but when I start the dedicated server and enter it, well, mostly no problems, but I have one and its very annoying: with the weapon FN P90 (B-3-4) if I spectate someone that uses it, it works fine, but when I buy it and shoot it in full auto, most of the shots look like they get skipped - no sound, no muzzle flash, no bullet hole on the wall, and when I empty the whole clip, it's like Ive shot 5-6 bullets only, but it still kills as it should.

When I lower cl_updaterate "100" and cl_cmdrate "100" to their default values - cl_updaterate "20" and cl_cmdrate "30" it works just fine. I havent asked if anyone else in the server experiences that problem. Any ideas?
