You tried this plugin? I never used it and I don’t remember 100% his code since it’s been a lot of years since i’ve read it. Anyway, if you don’t want to lose sound quality just use mp3. You can silence weapon’s sounds and play mp3. If you need help go to scripting help section. I’ll be away from computer for the weekend but i can help you on monday (or maybe someone will help you sooner)

This plugin uses orpheu, therefore it can't be directly used on a ReGameDLL server.

The reapi signatures are different from regular ones. You should request at reapi website for them to provide you the signatures. Or you can search them and do it yourself. But it would be nice for them to do it and set it public since a lot of stuff can be accomplished with Orpheu.

I know you probably just misspoke, but to avoid any confusion: ReAPI has nothing to do with this. New signatures are required for the game binary itself (ReGameDLL). Alternatively, this plugin can be rewritten to eliminate Orpheu and use ReAPI instead (only if ReAPI already exposes the required functionality).
