I use this plugin on my zombie server, but I have a little problem with it. Anybody who would buy the T-Virus in the beginning of the round would turn into zombie much earlier, plus get the tripple health and LJ. It doesn't depend on my server configuration for sure. Is it possible to set it up so it would only be available after the 1st zombie spawns, just like it's done with the Lazer Mines?

Yes, but if you use the version 4.3 you should use the native zp_make_user_nemesis
