within the folder that you installed hlds to, should be a cstrike folder, everything gets installed into that, the installer will change the liblist in the cstrike folder and put a folder called addons in the ctrike folder.

make sure it is set up like this. you may need to run hldsupdatetool to verify everything, I just find it odd, in your screen shot, I don't see a cstrike folder by itself just a counter-strike which shouldn't be there for hlds. If this is the directory you installed steam to it might make more sence, but it is not.
did you go to http://www.steampowered.com/index.php?area=getsteamnow and get the actual dedicated server? if not do so

tell me the exact directory that the addons folder is installed to cause the screenshot you showed above is just a mess but I love the hacking folders, lol

you have things in there that don't make sence, like steam apps, make a folder in your C: drive and call it hlds, then get the dedicated server from the steam post above, install it to C:\hlds then run hldsupdatetool to update it, then run the installer to that folder hlds

if you need help updating, use this

if you ask me, I would say yes, cause what you have is a mess, it may not be your problem at all but I would

the reason why I say to put it right on C: drive is so when you run hldsupdatetool, you wont have to type such a long directory

I am not sure what is going on with your stuff, but nobody else has your problem, so I personally would start from scratch
