I've only found one plugin here:

That has the capability of disabling radio for all players, but it doesn't seem to work.
Is this possible?

(By disable radio I mean disable the use of it, I know about ignorerad)

I just checked it and it's working for CS:S.

Define "disable the use of it". Because sv_ignoregrenaderadio does that.

sv_ignoregrenaderadio only disables "Fire in the hole" radio sounds when grenades are thrown. I'm talking about either preventing people from using the radio through their menu, or preventing them from opening the radio menu.

There is a console command for each radio message, so clients can bind specific radio command to a key.
You have to find all of them and block them.

And the plugin you linked already does all of that. So you can slightly modify it if it was broken for some reason.
Or make your own using it as a base (it has all console commands listed).
