Has anyone else noticed their server memory spiking to nearly double for the last month than what it had been prior months?

According to the graph it appears this started in the morning of October 18th.

I have tested with addons completely disabled and the memory is still being consumed just as much, so I don't think it's a plugin issue.

Here you can see a graph of my systems memory before and after this started happening (you can see the memory usage doubles):

I don't see that anyone in AlliedModders could fix a memory leak in a Valve product that isn't caused by an addon.

I'm guessing you're restarting your servers every morning at 6:00. Don't do any restarts and watch the memory grow!

The major leak appears to be solved, yes.
