i want add bot to csgo server but i can not add bots to server!!

i tested this cmd:

bot_add
bot_add_ct
bot_add_t

my server Competitive mod

com line:

+game_type 0
+game_mode 1

cvars:

bot_chatter											normal
bot_defer_to_human_goals							1
bot_defer_to_human_items							1
bot_difficulty										2
bot_quota											10
bot_quota_mode										fill

please help me
