Its not possible without an app running on the client device that help share information with the server, for the cs 1.6 client game it doesn't support such features.

Isn't ReChecker metamod plugin a viable thing? Well not that it makes any sense using it since anyone with more than 30 IQ can just add a few bytes at the end of the "desired" file that is being blocked, or/and rename the file.

And depending on the game mode, you may or may not go above the precache limit.
