Best settings on server with 64 player + ZR

Hey guys,
at the moment I'm using these commands:

sv_maxcmdrate 64
sv_minrate 5000
sv_maxrate 0

my server:

Intel i3 4150HT 2x3.5GHz
RAM 4 GB DDR3 1600MHz
120GB SSD
100Mbps

[CS:GO] Mode of play is zombies escape, when a lot of people shot, sv jumps in red, not on all maps.

whether it is normal or do I need to change something in commands?

I was thinking of changing sv_minrate 5000 to 128000?

sv is CPU related, not network.

Change the priority from normal to above normal or high, reduce the increase in the value sv when people shoot?
