Where can I find the zombie skins for TF2 server side?

If you mean the ones it uses for the Zombie Souls, it's a combination of both a skin number and a cosmetic item.

Unfortunately, TF2 also blocks you from putting the cosmetic on players who don't own it.

I didn't understand you at first, did you mean that it's a cosmetic item with "zombiezombiezombiezombie" and "player skin override" attributes attached?

There's a way around that problem that's in use on Karma Charger's CoD Nazi Zombies-style gamemode in TF2.

What Karma Charger did is probably manually merging 2 parts of the cosmetic, and creating a single model.
