[Solved] [L4D1/2] Fix the problem that versus director won't spawn Witch during Tank alive

In Versus Mode, let's say tank will spawn at 50%, and witch will spawn at 80%.
When survivors progress at 50%, director spawns tank on the map.
and when survivors progress at 80%, director spawns witch on the map.

BUT!!

If when survivors progress at 80% and tank still in game (not dead), witch doesn't spawn on the map.
director stop spawning witch until tank is dead. I think that's not fair, survivors can just leave tank behind and run into saferoom.

So I hope someone can fix or modify versus director behavior.

Can anyone help me test it? Now it's only confirmed working on L4D1 Windows and L4D2 Linux.

Edit: Harry tested on L4D1 Linux as well.
