CSS Mute connected players for 30 sec

Hello guys, I'm searching for the plugin to mute just connected players in CS:S for 30 sec. I do so because some freaks like to change their steamID, IP and instantly reconnect to the server and shout at micro.

See attached. This isn't tied into sourcecomms/extendedcomms, so if you use those, this could unmute players with extended mutes. I added in immunity flags cvar and a cvar to adjust the time.

Side note: Admin immunity cannot be applied until players load their admin authorization. This can happen before or after they are loaded into the server, so immune admins can be muted for a short time (likely seconds) when they first load in.
