Try removing the Z in your access. I don't know what having that with all the other flags will do, but Z is normally the flag set for none admins.

There is a little bug in this plugin.

I have a ts server. I turned on admin_disco mode so everyone would glow.
Then I turned off all the lights.

Totally dark with glowning people with melee only.. FUN BLoody Fun.

Except when new people join all they see is a normal map with glowing people.

fix it so that when people join theey don't see light?

you should have "bcdefghijklmnopqrstu" there is no vwxy and that z is for non admins like he said

When you change light it works normaly but when somone connects,
it sees the light as map standard

Ok, regarding the "Flashing Effect", when passing the arguments to amx_lights, make sure you pass along a single letter. Adding more letters will just result in each being executed in the order entered. Example, 'amx_lights b' will result in a very dim light level. 'amx_lights az' will result in a strobe effect.

Warning: Studies have shown that that particular 'az' setting can cause headaches, teary eyes, dizzines, and even trigger epileptic attacks. I'm sure your clients would like to play without having to fight the seizures.
