Cant connect to sql server

I looked at the faq and talked in the sourcebans channel and cannot find an answer, this is my last resort.

my webpanel says it can connect to the server, (Server is online) and i can kick and ban players, but if i ban a player, the player can just rejoin...

my server console says it cant connect to the database, i tried putting the host to the web ip and then changed it to localhost but no luck, any help or ideas?

Make sure your web hosting account is configured to allow remote MySQL connections from your game server's IP. What host are you using?

But i got sourcebans working.
