[Server Lag]

I don't know why my server lags when there is 12 or more people.

My internet speed:
Download:5.55 Mb/s
Upload 0.56 Mb/s

CPU:
Windows 7 64-bit
Intel Core i5 Processor 750
4GB DDR3

Is any of this lousy to host at least a 12 man server?

This applies to listen server and dedicated server.

EDIT: I would like to see some server rates from users

EDIT2: Oh, does sys_ticrate works for listen server? Or it only works on dedicated server?
EDIT3: On dedicated server, I used Metamod-P and HLBooster 2.4.0. But it's still happening.

Upload speed is the problem.

Yep. A server is basically all upload. If your upload speed is low, it's going to start lagging as soon as too many people are connected.

Hmm so the point is my upload speed is low right?
Since it's low, can I do anything about cl_cmdrate, etc to make it lesser lag.
NOTE: Trying to host a Zombie Plague Server. So hitboxes need not to be accurate.

Your upload speed is very slow, mine is 0.47Mb/s zzz, but i'm not prefer to running hlds using my PC i recommended you to rent a dedicated server, VPS or the easiest way is renting a slot from game server provider in your country i think got the best game server provider called Fragnatics. I'm from Malaysia but i prefer to rent a VPS upload speed about 4Mb/s is enough for 16slots Zombie Plague Server.

I see Singapore provides quite high-end PCs, good download, but bad upload.

If you put all your rates lower, it might help. Especially if you lower sv_maxrate and sv_maxupdaterate.

Thanks. Does cl_cmdrate helps? I mean by forcing them to set it. Like MeRcyLeZZ bandwidth reducer does. He said that it really helps a lot.
He had 128 Kbps up link back then and he ran a 8 man Zombie Plague with his Bandwidth reducer and it ran smoothly. I had higher upload speed than him. So I guess I should be able to host a 12-man Zombie Plague right? With all those rates lowered.

Does sys_ticrate helps? And does it work for listen server?
