amx_mk_tlcd 0|1 - Turn plugin off|on (Def:1)
amx_mk_seconds - From how many seconds start countdown (Def:59)

Default amxx package can do the same ;)
This what I got in amxx.cfg - amx_time_display "ae 11", it will start hud count down when 10seconds remain till map change

Heh.. besides that, you should use an entity you spawn to "think" thats more efficient than a set_task.
