but the cheater was able to join the server anyways.

Then that should work. Post back here if it doesn't and we can look into it further.

A cheater just was on my server and I type this in console:

rcon banid 0 STEAM_1:0:146691762

and it even appears in listid

ID filter list: 3 entries
1 STEAM_1:0:146691762 : permanent

but he is still on the server!

Do I need to restart the serevr for it to work?

using banid only adds the players steamid to the list which is checked against on player connect. You have to kick the person from the server after using it. KickID

Another problem I have is that listid and banned_user.cfg resets itself. I think after every map restart or server restart, not sure.

You also need to use writeids to write the bans to a file. Actually, to save some hassle, these 4 lines should appear in your server.cfg in this order:

exec banned_user.cfg
exec banned_ip.cfg
writeid
writeip

If you accidentally put the writeid/writeip lines before the exec lines, it will erase the bans when you restart the server.
