If i remember correctly, CSGO have size limits for send the customized files to client (About ~99MB), so the ways to remove this limit ?

Using fastdl the way to increase maxfilesize(64mb by default)
But, maps that bigger than 150mb(as a .bsp) should not be bzipped(bz2)while upload the fastDL. otherwise, clients cant decompress them(there is limit in bz2 files). Anything under 150mb is fine if you use fastDL.

So, should place the non compressed map with compressed map if size is bigger than 150mb?

No, not both of them. That would be a waste of space.

With the .bsp map files that are 150 mb or more, you just don't compress that one.
