It's pretty damn fun on 20 slot servers as well. We had a server with ~18 people on average when I was making it and it was very much like the normal gameplay but enhanced, in a way.

It's like jailbreak, kinda. The more responsible people who are more into the game step up and organize players to assemble in certain rooms or make plans for entry and the such. However, the game gets more fast-paced as people join.
