Plugin that stay the server without lag

I found one, sys_ticrate 22000, the FPS will be 20.000, but use CPU, My server is rented, So, is there any plugin that let the ping of the players in 10, 20 ? If yes, tell me what.

You found what? Your question doesn't make sense. There is no plugin to reduce players ping.
