You need to create it yourself.

This is sounding more and more like something else on your box is causing the FPS drops.
Before compiling your own kernel, maybe try a different Linux distro like Debian.

1. Tried Debian 7 32 bit > didn't work
2. Got back to CentOS and tried low latency kernel > didn't work

Well then I'm stumped and this is most likely a hardware issue.
This is one of the reason I use windows. When I went from Linux to win 2008r2-E, I had 5 plugins that started working, and a few others that had features that once again were fully working. I'm not sure why Valve has decided to use Debian weezy as the base for SteamOS, but I think their in for a lot of headaches. Old Gabe's gonna have a stroke trying to fix all the bugs.

That's as good as it gets, there is no way to achieve a full constant 1000 fps at all times.
The server starts at 1000fps and then it adjusts the FPS real time according to how many players are on the server and what type of plugins your running.

You must remember that this is "server side fps" and even if it fluctuates somewhat your still going to get really good hit reg as long as it starts out at 1000fps. On my Servers I have a pretty stable close to 1000 FPS constant give or take a few frames.

Running a High Resolution Timer

get the same result on the other box as well
