that is only module file? if so i'm installed this. still the same error

Try again. Stop your server, replace binaries from link, and start your server. It has been tested and confirmed, so you have done something wrong.

install the steamcmd, install the mm, install the amxx, install the csdm-2.1.2k, over write the csdm-2.1.3k(module file).
