Why do you use -1 as the admin level flag? Who exactly has access to the commands?

I feel this should be an admin only command. I will be changing it to ADMIN_CHAT. And according to everything I've read, -1 is not valid. The numbers are from 0 to 33554432.

Fixed error with case insensitivity(ie. blah and Blah are two different names) - Thanks to Melt284 for spotting that and to jtp10181 for helping me fix it!

If you have downloaded a version previous to 1.5 please download 1.5. It fixes a large error in the registration.
