CS:S isn't open source enough to handle an RPG with vehicles, jobs and whatnot. Plus I don't think there's an open source plugin that in-depth for ANY mod. Most of the huge RPG plugins are paid jobs. If you're looking for a large RPG plugin, first off use GMod not CS:S, and secondly offer money because noone's going to spend 2 weeks on an RPG plugin without any pay.

If you want to play a Roleplay game, I'd recommend getting Garry's Mod as it is filled with different roleplay gamemodes.
