this user has absolutely no access to any admin cmds. I don't know him, but what is this command he used?

Probably a player typing in admin chat? (say_team @)

say_team @ ..messages the admin or what? I guess yes.

Are here other similar cmds accessible to normal players?

Yea say_team @ (amx_chat) messages the admins, admins can also talk privatley here, even though players can type there they cant read anything.

I don't recall any other command being accessible to players with 'z' flag though.
