TF2: Plugin for voting: Does this exist?

Hello dear AlliedModders Forum, I have a question (which is not as simple as the title suggests)
Is there any Plugin that allowes to create custom votes that execute console commands?
e.g. Is there any possibility to create a vote that switches randomizer or other, similar stuff on/off?
