I think BAIL said this one time in irc, that you could sell .amxx files just it wouldn't be smart because you have to give the .sma along with it.

I think that the HL license would stop you from being able to sell anything though directly through the means of "You're buying the file". Instead you can sell "The time used to make the file".

All-in-all I think its possibly legal to sell .amxx files.

I'm not a lawyer so I can't tell you how Valve's "no selling" policy would apply to AMX Mod X plugins. My educated guess is that it does apply.

The SDK is a for-profit venture. Valve wants people making things so they can later buy-out the creations or enter some profit-sharing scheme. If you're making money off their license without giving them a cut, they're going to be pissed.
