My Suggestion:
Do some task to check what is problem
Check server cpu on
1.Default HLDS
2.HLDS with Amxmodx [default plugin] [version 1.8.2]
3.HLDS with the third party plugin

And remove both

MMTimer alx_lowping

and try:
sv_minrate 7500
sv_minupdaterate 20

or:

sv_maxrate 0
sv_maxupdaterate 0
sv_minrate 9999
sv_minupdaterate 30

U have windows its not good for servers. Use linux for more performance.

mmtimer and pingboost are the problems
run your servers at 300 fps, it's more than enough

define high cpu usage man
hlds runs single threaded, meaning that it can only use 1 core max
for a 32/32 server, 30-40% usage is normal

usage also increases with FPS
