1) complete list of options server.cfg for DOTA2

2) As you compile the code

3) how to write plugins yourself

4) do not work cheats (rcon sv_cheats 1 is on!) ( server.cfg sv_cheats 1)

5) it is best to choose Windows or Linux (Ubuntu\Debian)?

6) Is it possible to create an online lobby?

7) Is it possible to write scripts in Python?

sorry for my English

2. Using spider or the sourcemod compiler.
3. Check the alliedmodders wiki for "Introduction to SourcePawn"
4. What? Don't ever turn on sv_cheats.
5. Whichever operating system you are comfortable with
7. Yes (I use it for my mvm servers)

why not sv_cheats?

How to make the server when entering certain number of players the game starts?

at the moment I'm waiting until the time runs out

both may be determined using SourcePawn game modes? (All pick or Solomid)
