Written for Hidden:Source Beta 4b.

It adjusts the rate at which Hidden players gain or lose stamina according to your desired tickrate. You can boost a -tickrate 33'd server to regenerate or drain (while clinging) as if the server was -tickrate 100'd. Similarly you can reduce a -tickrate 100's server to regenerate or drain as if it were -tickrate 33'd if you want to keep the network properties but give the Hiddens something else to worry about.
